  3. Proses pengadaan / pemilihan perusahaan outsourcing, ada beberapa tahap yang perlu dijalankan yaitu perencanaan tenaga kerja outsource biasanya dijalankan bersamaan dengan perencanaan tenaga kerja regular. pelaksanaan pekerjaan. Apakah dengan cara pemborongan atau supply tenaga kerja.
  4. Selanjutnya analisa kelayakan perusahaan outsource, dalam tahap ini merupakan pemeriksaan legalitas badan hukum dan keabsahan perijinan
  5. Penetapan jenis pengalihan pelaksanaan pekerjaan dan jenis-jens pekerjaannya
  6. Syarat-syarat khusus, biasanya disini dibahas hal lain misalnya masalah seragam, penggunaan alat bantu kerja dan logo perusahaan.
  7. Kontrak kerja
  8. Laporan dan evaluasi
Selanjutnya setelah dibuatkan ketentuan pelaksanaan outsource ini dan direvalidasi dengan rekan-rekan, kita dapa mengkomunikasikannya melalui sebuah meeting dengan departement terkait.   • Identifikasi bisnis inti dari usaha dan menetapkan dalam sebuah statement tentang core bisnis tersebut, hal ini tentunya untuk dapat memastikan tidak melanggar pelaksanaan outsourcing yang telah ditetapkan oleh Undang-udang dan peraturan pelaksanaannya. Referensi tentang undang-udang dan peraturannya adalah :
a. UU No. 13 Tahun 2003
b. KEPMENAKERTRANS No. 101 Tahun 2004
c. KEPMENAKERTRANS No. 220 Tahun 2004
  • Analisa Cost & Benefit. Dalam penerapan ini sangat perlu membuat analisa ini, untuk memastikan bahwa penerapan outsourcing mencapai sasaran. Secara umum sasaran yang ingin dicapai perusahaan yang menerapkan outsourcing antara lain : Pertama, Konsentrasi pada bisnis utama, misalnya seperti PT. Newmont di Batu Hijau dan PT. Freeport di Tembagapura, untuk pengoperasian dan maintenance alat berat diserahkan kepada salah satu perusahaan alat berat ternama di Indonesia, ke dua, Menciptakan efisiensi dalam pengelolaan bisnis, dengan diserahkan kepada pihak ke 3 melalui proses tender maka para perusahaan outsource ini akan berupaya se efisien mungkin dalam melakukan pekerjaan baik dari segi waktu maupun biaya. Ini pasti berdampak pula kepada perusahaan pemberi kerja...(tapi harus diingat bahwa perusahaan outsource ini pun haru yang profesional), ketiga, Management lebih fokus pada pengembangan karyawan untuk pekerjaan bisnis inti. Dalam hal ini perusahaan tak perlu lagi memikirkan pelatihan dan pengembangan dari karyawan yang bukan merupakan pekerjaan yang berkaitan langsung dengan bisnis inti perusahaan, karena hal ini sudah menjadi tanggung jawab dari perusahaan outsourcing tersebut.
  • Penentuan perusahan outsourcing. Dalam praktik bisnis yang terkait dengan hukum pemilihan perusahaan sangat disarankan yang berbentuk badan hukum Perusahaan Terbatas (PT), mengingat sifat dari kewajiban dari badan hukum ini adalah terbatas, artinya bahwa dalam hal terjadi kepailitan maka penyitaan atas asset hanya sebatas yang dimiliki oleh badan hukum tersebut saja namun kalau yang dipilih adalah CV, maka sifat dari kewajiban atas badan hukum ini adalah tidak terbatas dimana kewajiban nya akan bersifat tanggung renteng terhadap kekayaan si pemilik atau bahkan pada perusahaan pemberi kerja. Wah...kalau sudah begini..hati-hati jika terjadi dispute dengan karyawan dampaknya bisa sampai pada pemberi kerja. Maksudnya mau effisien malah pusing nanganin masalah yang tanpa disadari menjadi tanggung jawab perusahaan pemberi kerja, hanya kerena kita keliru memilih perusahaan outsourcing..

Tahun 2006 banyak perusahaan yang menerapkan metode outsourcing sebagai salah satu metode untuk meningkatkan effiisiensi perusahaan dan berkonsentrasi pada core bisnisnya. Apakah benar bahwa outsourcing ini merupakah salah satu langkah untuk bereffisiensi ria...?

Merujuk pada undang-undang No. 13 Tahun 2003 pasal 64, 65 dan 66 yang merupakan induk dari Kep. Men yang mengatur tentang pelaksanaannya, yaitu Kep. Men. No. 220 Tahun 2004, Kep. Men 101/MEN/VI/2004 ternayata banyak perusahaan penyedia jasa tenaga kerja / outsourcing yang belum memenuhi legalitasnya, namun bukan berarti tidak ada perusahaan yang comply kepada aturan yang sudah dibuat pemerintah. Cukup banyak juga dan bahkan menjunjung tinggi profesionalisme dengan memberikan remunerasi dan kesejahteraan yang relative sama dengan perusahaan pemberi kerja.

Kalau ditelaah lebih jauh ternyata, penerapan outsourcing yang benar memiliki konsekwensi dari peningkatan biaya, namun memberikan waktu yang lebih luas bagi perusahaan untuk memikirkan core bisnisnya, atau pengembangan orang-orang yang kompeten agar mereka dapat memberikan kontribusi lebih dari apa yang diberikannya saat ini. Misalnya perusahaan memikirkan secara mendalam program pengembangan karyawan yang masuk dalam kategori STAR, mempersiapkan succession planning perusahaan dalam jangka waktu 5 tahun kedepan.

Dalam buku HR In The Knowledge of Economy, peran HR sudah lebih jauh lagi dikembangkan, salah satunya menjadi Knowledege Facilitator. Perannya sudah lebih strategik yang mengarahkan mengelola intangible asset, yaitu pengetahuan dan si pemilik pengetahuan ini (karyawan).

Outsourcing merupakan kata yang menjadi momok pada sebagai masyarakat kita, posisinya berada satu level dibawah perusahaan pemberi kerja. Padahal banyak pekerjaan yang dibungkus dengan sistem kerja outsourcing ini, misalnya saja pembuatan pos des atau job des yang dikerjakan oleh konsultan, hanya saja kata yang membungkus sitem kontrak kerja itu adalah konsultan sehingga terkesan lebih keren.

Bagi perusahaan yang akan melakukan penerapan outsourcing pada salah satu departemen, sebaiknya carilah perusahaan outsourcing yang profesional yang dapat memberikan jaminan kesejahteraan yang paling tidak sama dengan karyawan pemberi kerja. Satu indikasi bahwa perusahaan penyedia jasa tenaga kerja yang tidak profesional adalah menarik keuntungan dari gaji karyawanya. Hati-hati dengan perusahaan seperti ini, mungkin anda akan membayar lebih sedikit tapi anda tidak akan pernah mendapatkan loyalitas mereka pada pekerjaannya atau posisinya yang nota bene berkerja untuk perusahaan anda. Yang mungkin saja anda membayar lebih kecil untuk kerugian yang lebih besar.
